P.S. OAI archive interoperability was a good idea; =E2=80=9Cuniversal prepr=

service=E2=80=9D (UPS) was not; =E2=80=9Coverlay=E2=80=9D was incoherent an=
d there was not much
sentiment for #OA at that Santa Fe meeting (and for what it's worth, I=E2=
=80=99ve
been for #OA and for peer review all along, before Santa Fe and since=E2=80=
=A6)
