As you know, the Department of State has been actively working to support
institutions, governments, and organizations overseas interested in Open
Educational Resources.  I am happy to announce that our Fulbright
Specialist Program is currently seeking Roster candidates with expertise in
OER.  ****

The Fulbright Specialist Program differs from the ordinary Fulbright
program in that it is short-term and project driven.  Higher educational
institutions overseas propose projects to the Department, and we seek to
match projects with Specialists from our roster.  The Department pays the
full costs of sending the Specialist.  Total length of each project is no
more than six weeks.****

*Fulbright Specialist Program - Roster Candidacy Application Process for
Experts with OER Skills*

** **

The Fulbright Specialist Program (FSP) seeks U.S. academics and
professionals individuals in any of 25 eligible disciplines. Within the
program, there is a special initiative to recruit individuals with Open
Educational Resources (OER) skills. ****

** **

OER are teaching, learning, and research resources that reside in the
public domain or have been released under an intellectual property license
permitting their free use or re-purposing by others.  OER include full
courses, course materials, modules, textbooks, streaming videos, tests,
software, and any other tools, materials, or techniques used to support
access to knowledge. ****

 ****

FSP, which is funded by the US Department of State=92s Bureau of Educational
and Cultural Affairs, is open to U.S. scholars and professionals in 25
eligible disciplines. The list of the eligible disciplines and
specializations can be found at
http://www.cies.org/specialists/Joining_The_Roster/Eligible_Disciplines.htm.
Minimum requirements to apply include: U.S. citizenship at the time of
application, a Ph.D. or other terminal degree in the field of application
plus five years or more of post-doctoral teaching, or professional
experience.  Neither roster applicants nor candidates are required to
reside in the United States in order to be approved or accepted for the
roster, but must be residing in the United States in order to receive a
grant and must intend to return to the U.S. after the grant's completion.***

Qualified U.S. applicants apply for admission to the Fulbright Specialist
roster. Applicants recommended by independent discipline peer review
committees and approved by the J. William Fulbright Foreign Scholarship
Board (FSB) become roster candidates and remain on the roster for five
years. Specialist roster candidates that are approved for the roster may
then be matched with approved project requests developed by higher
education institutions overseas. This may be an opportunity for specialists
to collaborate with existing contacts and further develop institutional
linkages.****

When determining the applicant=92s suitability, the discipline selection mu=
st
match the applicant=92s academic and professional credentials. The discipli=
ne
committee evaluates the applicant=92s advanced expertise and substantial
accomplishments based on the program goals, eligibility and review
criteria. This includes assessing:****

1.) Scholarship, leadership and recognition in the field;****

2.) Contributions within and to the advancement of the discipline;****

3.) Ability to complete program activities within the
discipline/specialization at institutions whose goals include
education-focused programming, the expansion of partnerships between
universities and specialized institutions or the promotion of international
and cross-institutional cooperation in higher education related initiatives;

4.) Cross-cultural communication/adjustment skills and the feasibility to
successfully complete a short-term grant opportunity under unique
situations and expectations. ****

For OER candidates, there are two sections in the roster application for
identifying relevant expertise. They include:****

**1.    **The *Specialization* section =96 List =91Open Educational Resourc=
es=92
or =91OER=92 in the =91Additional Expertise=92 text window which accommodat=
es up to
100 characters of text.****

**2.   ** The 4th short essay requests a *statement of potential
contributions* (2500 characters max., spaces included). The applicant is
asked to provide examples of potential contributions given the eligible
activities and discipline/specialization selection. The applicant may
provide specific examples or descriptions of how they would teach, share
information or develop collaborative projects on the production and use of
Open Educational Resources and provide specific examples or descriptions of
how they would utilize OER given the eligible activities for this program.**
